In early March 2021, Mexico’s Congress, dominated by President Andrés Manuel López Obrador’s National Regeneration Movement (MORENA) party, passed a new law restricting private sector participation in power generation and effectively restoring a monopoly by the state-owned electric utility, the Federal Electricity Commission (CFE). The new law also disincentivizes power generation through alternative or sustainable sources, including solar and wind energy, promoting coal and fuel oil instead. At this webinar, a panel of experts explored the new law, giving historical context and examining its content and implications for the economy and the environment, its relationship to the new U.S.-Mexico-Canada Agreement (USMCA), its clash with Mexico’s commitments to climate change, and next steps, including expected litigation both within and outside Mexico.
