The James A. Baker III Institute for Public Policy, together with the Japan Petroleum Energy Center (JPEC), released in March 2007 a comprehensive study aimed at providing an effective framework to analyze the strategies, objectives and performance of NOCs. The study consists of 13 case studies examining the history and formation of 15 different state-owned oil companies and two economic modeling studies aimed at assessing the operational efficiency of NOCs.
