The United States and Mexico have one of the most complex diplomatic relationships in the world. Their interaction touches on myriad facets of American life: security, trade, citizenship, pollution, employment, immigration, cross-border issues, cultural engagement, consular protection, financial cooperation, information sharing and more. The multidimensional character of the relationship is unmatched and has birthed an unchecked expansion of letters of intent and memorandums of understanding. Parties to these agreements include officers from federal, state and municipal agencies, public universities, and government-funded think tanks.
At this event, the Honorable Christopher Landau, former U.S. ambassador to Mexico, His Excellency Gerónimo Gutiérrez, former Mexican ambassador to the U.S., and Texas A&M University School of Law professor Guillermo J. Garcia discussed how these agreements are the heart and soul of the relationship between the U.S. and Mexico, their impact on public policy, and how they outlive the cycles of politics. The panel discussion was moderated by Tony Payan, director of the Center for the United States and Mexico.
