Between 2013 and 2014, Mexico reformed its energy industry through constitutional changes and enabling legislation that represented an unprecedented break from long-standing political and legal traditions. As one of the last countries to open its oil and gas sector to foreign investment, Mexico can learn important lessons from the experiences of other countries. However, this does not guarantee the implementation of new laws will be smooth or successful, particularly in today’s fiercely competitive and expanding international energy market.
So far, the implementation of Mexico’s new energy legislation has been problematic, fueling continued debate on how the reforms are, or are not, enforced. With this in mind, the Baker Institute’s Mexico Center and the University of Houston’s Center for U.S. and Mexican Law launched a major research effort to examine rule-of-law issues arising under the Mexican energy reform, in collaboration with the School of Government and Public Transformation of the Instituto Tecnológico de Estudios Superiores de Monterrey, the law school of the Universidad Autónoma de Nuevo León and the Centro de Investigación para el Desarrollo (CIDAC).
