During the administration of Enrique Peña Nieto, Mexico enacted sweeping energy reforms that opened its oil and gas sector to private investment for the first time in decades. As a result, oil companies from around the world signed deals to invest billions of dollars into Mexico’s energy sector. Peña Nieto’s successor, Andrés Manuel López Obrador, has halted the reforms, however, prompting doubts about his commitment to the agreements with foreign investors. At the same time, Mexico’s oil production is declining, and its reliance on gas imports from the U.S. continues to grow.  

At this event, Jesús F. Reyes-Heroles, Pemex’s former CEO and a leading expert on Mexico’s energy and economic policy, discussed the current status and future prospects of Mexico’s energy industry.

Jesús F. Reyes-Heroles, Ph.D., is a nonresident fellow for the Baker Institute Center for the United States and Mexico and the executive president of StructurA. He was previously CEO of Petróleos Mexicanos (Pemex) from 2006 to 2009. Prior to that, he was the co-founder and executive president of Grupo de Economistas y Asociados (GEA), a consulting firm dedicated to political and economic analysis, and was on the board of directors of Wal-Mart Mexico and Banamex Citigroup. Reyes-Heroles was ambassador of Mexico to the United States from 1997 to 2000. From 1995 to 1997, he served as Mexico’s secretary of energy and chairman of the board of Pemex and Comisión Federal de Electricidad (CFE). He was previously chief of staff for Mexico’s secretary of foreign affairs (1989-1990) and director-general of financial planning at the Secretariat of the Treasury (1983-1988). He holds a B.A. from the Instituto Tecnológico Autónomo de Mexico and a Ph.D. in economics from the Massachusetts Institute of Technology.
