The situation in Ukraine is the most serious foreign policy challenge ever faced by the Obama administration, writes Rice faculty scholar Richard Stoll. While the situation remains uncertain, Stoll recommends the Obama administration use diplomacy to defuse the crisis, but also have concrete measures to back up the statement that "there will be costs for any military intervention in Ukraine."
