This paper examines the evolution of academic research on the effects of the property tax over the past 75 years, with a special emphasis on articles that have appeared in the National Tax Journal over that time period.
In this background document, the authors provide some information on the choices of key parameter values used in the Diamond-Zodrow model. They focus on parameters involving labor supply, saving, international capital flows and substitution among factors of production.
A working group led by the Baker Institute has developed an innovative measurement-based standard — “BCarbon” — for removing carbon dioxide from the atmosphere and storing it in the soil as organic carbon. BCarbon is a scalable soil carbon storage standard designed to work for landowners and soil carbon storage buyers. The proposed standard allows landowners to monetize soil carbon storage as a property right.

Despite its massive geological endowment and receiving what could be considered the largest windfall in its economic history, Venezuela entered 2020 in the middle of an unprecedented economic crisis. The Covid-19 pandemic and turbulence in oil markets represent the latest in a string of problems that expose the country’s vulnerability.
Governments in the Gulf Cooperation Council have used oil revenues to provide infrastructure to promote welfare, such as health care, education and public sector jobs, writes the author.
This working paper is part of a series titled “The Role of Foreign Direct Investment in Resource-Rich Regions.”
The authors construct a tax competition model in which local governments finance business public services with either a source-based tax on mobile capital, such as a property tax, or a tax on production, such as an origin-based value added tax, and then assess which of the two tax instruments is more efficient.
The authors analyze the carbon emission, energy market and economic implications of carbon tax proposal introduced by U.S. Rep. Carlos Corbels (R-Florida). The working paper was released as part of a collaboration between Columbia University’s Center on Global Energy Policy, the Rhodium Group and the Baker Institute.
The unfettered development of Houston's flood-prone areas undoubtedly magnified the tremendous damage caused by Hurricane Harvey, but zoning or other land use controls are unpopular on the Texas coast and are unlikely to be adopted as a result. With this in mind, the SSPEED Center at Rice University looked to innovation and the market system to find a creative solution to protect important natural, flood-prone areas from further development.
In this working paper, fellow John Diamond and Rice faculty scholar George Zodrow describe the Diamond-Zodrow model, which simulates the macroeconomic effects of corporate income tax reform proposals.
Special drawing rights (SDRs) should become a more relevant instrument of international monetary cooperation. This requires transforming them into a pure reserve asset and the International Monetary Fund into a fully SDR-funded institution.
