Collaboration between scientists, especially partnerships between researchers in different locales and countries, is critical for addressing global challenges, from climate change and food and water security to public health and sustainable development. However, international research collaborations can also be at risk of undue foreign influence, theft of intellectual property (IP), and breaches of scientific integrity. The need to safeguard responsible scientific exchange has made research security critically important. Research security refers to the protection of the national research and innovation ecosystem; U.S. scientists and their research; and American scientific and economic competitiveness. The Research Security Program examines existing and proposed U.S. research security policies, identifies challenges and best practices, and studies the impact of these policies on US science, innovation, and national security.
