As Houston continues its recovery efforts, state and city leaders are looking at the steps needed to better protect lives and property during the next catastrophic storm. At this event, Jim Blackburn, co-director of Rice University’s Severe Storm Prediction, Education and Evacuation from Disaster (SSPEED) Center, discussed his latest book, “A Texan Plan for the Texas Coast,” which describes long-term flood mitigation solutions based on SSPEED Center research on the region’s torrential rains.

Jim Blackburn is co-director of Rice University’s Severe Storm Prediction, Education and Evacuation from Disaster (SSPEED) Center and director of the undergraduate minor in energy and water sustainability. He is also a Baker Institute faculty scholar and professor in the practice of environmental law in the Civil and Environmental Engineering Department at Rice. He has been a practicing environmental lawyer since 1973 and owns the firm Sustainable Planning and Design. Blackburn received a B.A. in history and a J.D. from The University of Texas at Austin and an M.S. in environmental science from Rice University.
