Yair Hirschfeld is the Isaac and Mildred Brochstein Fellow in Middle East Peace and Security in Honor of Yitzhak Rabin at the Baker Institute for Public Policy. Hirschfeld is also the Director General of the Tel Aviv-based Economic Cooperation Foundation (ECF). The ECF aims to develop a comprehensive strategy toward region peacemaking and reconciliation by pursuing policy planning on issues of permanent status and by developing concepts, strategies, and implementation designs supporting Israeli-Arab (Palestinian, Jordanian, and Egyptian) cooperation and coordination in political, economic, and social spheres.ᅡᅠ At this event, Hirschfeld explains the phases of the Roadmap Implementation Process Under U.S. Leadership. Phase one is allowing Palestinians to have a functioning government while keeping Israel secure.ᅡᅠ Phase two addresses Israel returning to bilateral negotiations with Palestinians, in which a deal needs to be created and sustained. And finally, phase three implements the idea of a permanent status.
