In fall 2013, the Baker Institute Student Forum will host its inaugural undergraduate public policy conference. This annual policy competition will allow undergraduates to promote their solutions to the nation"s pressing issues while expanding their knowledge and opportunities through interactions with policy experts and representatives from the corporate, medical, academic, nonprofit and government spheres.

Undergraduate students from across the nation are invited to submit a policy proposal on how to best address the costs, coverage and quality of health care in the United States. Fifteen finalists will be selected to present their policy papers to a panel of experts at the Baker Institute. The top three presenters will receive cash prizes and publication of their papers in The Rice Cultivator, the university"s undergraduate public policy journal. All 15 participants will meet with Baker Institute research fellows, tour the world-renowned Texas Medical Center and meet with representatives from top private industry firms, medical organizations and nonprofits.

Submission Requirements

  • This competition is open to all full- or part-time students enrolled in a bachelor"s degree program at an accredited university, including current seniors.
  • Submissions must be between 3,000 and 6,000 words.
