How we provide
Located in Houston—the energy capital of the world—CES combines decades of expertise with a multidisciplinary approach to address challenges in supply chain resilience, energy security, and economic development. CES fellows and scholars leverage decades of experience in economics, law, international affairs, science, and policy to engage with industry and government while elevating conversations on critical issues across the energy landscape.

Join a Working Group
EMEC's work is organized around three core pillars, each carried out through active working groups:
• Academic Partnerships and Research and Development — advancing technologies for energy production, transport, storage, and system optimization, including applied AI and advanced computing for operational efficiency and predictive maintenance
• Business-to-Business Engagement — connecting U.S. and regional firms to accelerate deal flow, joint ventures, and investment, while surfacing regulatory and financing barriers to policymakers
• Energy Systems Planning and Analysis — data-driven analysis on infrastructure integration, market development, and economic modeling, including AI-driven risk and resilience analysis
Any EMEC member nations may propose a new working group, and universities, national laboratories, and research institutions are invited to contribute technical expertise, co-author research, or lead specific work streams. Working groups welcome contributions across a wide range of subject areas, including subsea infrastructure, LNG and pipeline systems, grid interconnection, storage, desalination, port and industrial energy systems, and digital infrastructure for energy system management.
Entities with commercial interests in the Eastern Mediterranean — including energy majors, law firms, banks, and infrastructure investors — can join EMEC as a Corporate Partner. Partnership provides direct access to EMEC's research, briefings, and convenings, along with visibility among other stakeholders including researchers, industry leaders, NGO’s and policymakers shaping the region's energy policy.
What partners receive:
• Early access to EMEC research, market analysis, and the quarterly Eastern Mediterranean Energy Monitor
• Invitations to closed-door briefings, working group sessions, and ministerial-adjacent convenings
• Direct engagement with regional government officials and peer companies operating in the region
• Recognition as a named EMEC partner
Foundations and philanthropic institutions can fund specific EMEC research initiatives, publications, or convenings — supporting independent, policy-relevant work on regional energy security, infrastructure resilience, and market integration. Philanthropic funding is especially valuable for work that sits outside the scope of government or corporate sponsorship, such as open- access research and capacity-building.
EMEC works alongside institutions such as the World Bank, EBRD, EIB, the U.S. Development Finance Corporation (DFC), EXIM, and USTDA to align technical research with investment and financing opportunities in the region. Institutions interested in co-developing analysis, financing frameworks, or joint initiatives are welcome to participate.
EMEC is a multilateral initiative, and its member governments — the United States, Cyprus, Greece, and Israel — contribute directly to its operations alongside U.S. federal support. Additional Eastern Mediterranean governments interested in formal engagement or matching contributions are encouraged to reach out to discuss participation.
