While a Supreme Court ruling last week limited the EPA's authority, Congress and environmental agencies have other options for reducing emissions, said Baker Institute Rice faculty scholar Dan Cohen. Read his comments on what the decision will and won't mean.

“In every other energy market, we've been willing to buy and sell from neighbors around the country and around the world. Why we don't do that with electricity really baffles me,” said scholar Dan Cohan as heat waves threaten Texas grid operations.

"Texas still burns more coal and emits more sulfur dioxide and other pollution than any other state," said Baker Institute Rice Faculty Scholar Dan Cohan. "Even though a transition is inevitable, it’s urgent that we move off coal as quickly as possible to improve air quality and health.”
