Biography
Felipe A. Vázquez Gálvez, Ph.D., is a professor of environmental and atmospheric sciences at the Universidad Autónoma de Ciudad Juárez (UACJ), where he also serves as Coordinator of the Center for Atmospheric Sciences and Green Technology. His academic and professional work focuses on air quality, atmospheric aerosols, climate policy, water resources, and environmental governance, with a particular emphasis on the U.S.–Mexico border region and other transboundary contexts.
Dr. Vázquez has held senior leadership positions in national and international environmental institutions. From 2009 to 2012, he served as General Coordinator of Mexico’s National Weather Service, representing Mexico as Permanent Representative to the World Meteorological Organization. He was previously Executive Director of the Commission for Environmental Cooperation in Montreal, Canada, and held multiple high-level appointments within Mexico’s Secretariat of Environment and Natural Resources (SEMARNAT), including Sub-Prosecutor for Natural Resources and senior adviser on environmental policy. He has also acted as head of delegation for Mexico in major multilateral forums, including UNEP chemical management negotiations, WMO Congresses, and U.S.–Mexico binational environmental meetings.
In addition to his government service, Dr. Vázquez has extensive experience as an international consultant and policy adviser, including work with the Border Environment Cooperation Commission, the Pan American Health Organization, and binational task forces on air quality and public health. He is currently Regional Technical Coordinator for the ICAO–UNEP–GEF project Fortifying Infrastructure for Responsible Extinguishments (FIRE), supporting the global transition toward PFAS-free firefighting foams in civil aviation.
Dr. Vázquez has taught and supervised coursework in chemistry, atmospheric sciences, meteorology, climate change, environmental auditing, and sustainability. His research has been published in leading international journals such as Atmospheric Research, Journal of Environmental Management, Water, and Journal of the Air & Waste Management Association. His scholarly output includes peer-reviewed articles, book chapters, and applied research addressing aerosol climatology, black carbon emissions, urban air quality, hydrometeorological risk, and transboundary water management.
He holds a Ph.D. in Water Science and Technology from the Instituto Mexicano de Tecnología del Agua, an M.S. in Chemistry, and a B.S. in Chemistry from the University of Texas at El Paso. Dr. Vázquez is a Qualified Environmental Professional and a member of the American Chemical Society, the Air & Waste Management Association, and the Institute of Professional Environmental Practice.
