Biography
Victoria Jupp advises the Executive Director of Rice University’s Baker Institute for Public Policy on strategic initiatives and institutional priorities. She also leads the Institute’s executive education portfolio as director of the James A. Baker III Policy Leadership Program.
In the Director’s Office, Jupp provides research support, strategic communications, and engagement coordination across a broad portfolio of international partnerships, high-level convenings, and long-range institutional initiatives.
As director of the Policy Leadership Program, Jupp built the initiative as an applied policy leadership platform, overseeing program strategy, curriculum design, faculty coordination, and revenue generation. Under her leadership, the program has expanded to include topical seminars and executive education offerings abroad, serving mid- to senior-level professionals across government, academia, the private sector, and nonprofit organizations.
Her approach to leadership development emphasizes systems thinking, cross-sector analysis, and policy-to-practice translation, equipping participants to navigate complexity and design practical, durable solutions.
Jupp holds a Bachelor of Arts in Communications from the University of Houston and a Master of Public Policy from the Hobby School of Public Affairs.
