Energy Reform and Political Representation: The Importance of Negotiation and Public Deliberation
The recent energy reform in Mexico is the most radical institutional change the country has experienced since the nationalization of the oil industry in 1938. The authors of this paper outline how this major reform was accomplished, examining its primary supporters and detractors, the multi-dimensional interests at play, and the negotiation strategies used. They also analyze the quality of the prior deliberation process in order to determine the degree of legitimacy of the reform.

Chile's Gender Quota: Will It Work?
In April 2015, Chile passed a gender quota law as part of a larger reform to the country’s election laws. Quotas are not new to Latin America, and Chile is, in fact, one of the last countries in the region to adopt such a law. Yet, expectations for success must be tempered by what scholars know about making quotas effective for increasing women’s legislative representation. Analysis of gender quota laws in Latin America suggests that Chile’s quota may be less effective than proponents hope.

To Lift or Not to Lift? The U.S. Crude Oil Export Ban: Implications for Price and Energy Security
This study examines the effects of lifting the 40-year-old U.S. crude export ban on crude pricing, energy security and energy sector investment. It includes a statistical analysis that explains what the relationship would be between the prices of crudes of different qualities in an unconstrained setting, which, according to author Ken Medlock, is important to providing a more accurate assessment of the impact of current U.S. policy.
