Mexico's Energy — Turning Back the Clock: A Conversation with Jesús Reyes-Heroles

At this event, Jesús Reyes-Heroles — nonresident fellow at the Baker Institute Center for the United States and Mexico, former CEO of Petróleos Mexicanos (Pemex), and former energy secretary of Mexico — shared his insights regarding the consequences of the Andrés Manuel López Obrador administration’s stances on energy and energy policies. He focused on their impact on Mexico’s public finances, on the long- and medium-term environmental challenges of the energy transition, and on the United States-Mexico-Canada Agreement (USMCA).

Jesús F. Reyes-Heroles, Ph.D.,is a nonresident fellow for the Baker Institute Center for the United States and Mexico and the executive president of StructurA. He was previously CEO of Petróleos Mexicanos (Pemex) from 2006 to 2009. Prior to that, he was the co-founder and executive president of Grupo de Economistas y Asociados (GEA), a consulting firm dedicated to political and economic analysis, and was on the board of directors of Wal-Mart Mexico and Banamex Citigroup. Reyes-Heroles was ambassador of Mexico to the United States from 1997 to 2000. From 1995 to 1997, he served as Mexico’s secretary of energy and chairman of the board of Pemex and Comisión Federal de Electricidad (CFE). He was previously chief of staff for Mexico’s secretary of foreign affairs (1989-1990) and director-general of financial planning at the Secretariat of the Treasury (1983-1988). He holds a B.A. from the Instituto Tecnológico Autónomo de Mexico and a Ph.D. in economics from the Massachusetts Institute of Technology.
