After a two-year decline in drug-related violence in Tijuana, seven homicides were reported in a two-day period in early June 2013.1 The homicides are notable because Tijuana is one of the few places in Mexico where drug violence has spiked and subsequently subsided. This white paper explores the reasons behind the limited increase in violence and provides policy recommendations to address it.
