On March 28, 2017, Energy Dialogues organized an event co-hosted with Shell at the Shell Woodcreek Campus in west Houston in which participants from across the oil and gas sector engaged in discussions that centered on three themes: economy, environment, and coalition-building. This report summarizes the day's discussions.

The oil production targets agreed to at the November 30, 2016, OPEC meeting have created the firmest prospect in the past two years of a meaningful oil price recovery. If WTI prices rise and stabilize in the $60/bbl range, how fast can U.S. shale producers respond? This brief addresses the question and highlights the challenges U.S. unconventional liquids producers will likely face during a scale-up. It also points out price and timing inflection points likely to broadly influence industry decision-making.

Although the energy challenge is significant and requires a long-term view to be successfully addressed, long-term goals can be sustainably achieved through fundamental research and development.

The cumulative impacts of U.S. liquefied natural gas exports is the subject of a new Department of Energy-sponsored study co-authored by Ken Medlock, senior director of the Center for Energy Studies. The study is one of two commissioned by the DOE "to inform [the department's] decisions on applications seeking authorization to export LNG from the lower-48 states to non-free trade agreement countries."

Kenneth Medlock, senior director at the Center for Energy Studies, testified before the U.S. House of Representatives’ Committee on Small Business on June 17. Medlock testified for the committee’s hearing, “Crude Intentions: The Untold Story of the Ban, the Oil Industry and America’s Small Businesses.” He discussed the latest CES study, “To Lift or Not to Lift? The U.S. Crude Oil Export Ban: Implications for Price and Energy Security,” which analyzes the economic and energy security impacts of the 40-year-old ban on oil exports.

This study examines the effects of lifting the 40-year-old U.S. crude export ban on crude pricing, energy security and energy sector investment. It includes a statistical analysis that explains what the relationship would be between the prices of crudes of different qualities in an unconstrained setting, which, according to author Ken Medlock, is important to providing a more accurate assessment of the impact of current U.S. policy.
