This brief explores pressing issues the Biden administration should address in developing a strategy for the Middle East. It provides analysis and policy recommendations related to the GCC states, U.S.-Iran relations, Islamist groups, and refugees and migration. Further CME publications will address issues such as the prospects for Israeli-Palestinian peace and the crisis in Lebanon.

The authors examine the recent attacks on oil infrastructure in Saudi Arabia and other Persian Gulf nations to shed light on the current state of U.S.-Gulf strategic relations and the potential directions of its evolution in coming years.

On Sept. 13, 2018, Rice University’s Baker Institute for Public Policy and George Washington University’s Project on Middle East Political Science (POMEPS) co-hosted the conference “Building Inclusive and Pluralistic States Post-Arab Spring.” The conference was the culmination of a two-year project funded by the Carnegie Corporation and showcased research by leading scholars of the Middle East on political, economic and socio-religious inclusion in Arab states since 2011. This report addresses some of the conference’s key conclusions and policy recommendations for U.S. policymakers concerned with the future stability of the Middle East.

This brief sets out some of the major structural reforms to taxes, subsidies, and debt issuance in the GCC that are shifting financial burdens from the state to its citizens and residents.

To combat this situation, Kuwait has attempted to develop a robust business sector through fundamental policy shifts away from monopolies and toward the creation of small- and medium-sized enterprises (SMEs). Alanoud Al Sharekh explores Kuwaiti SME development in an issue brief and a longer research paper, which are part of a series on pluralism and inclusion in the Middle East after the Arab Spring. The project is generously supported by a grant from the Carnegie Corporation of New York.

Emerging scholarship on economic and sustainable development in the Gulf is presented in this report, which is the result of a workshop in London organized by the Baker Institute and Chatham House. The work is part of a two-year project on "Building Pluralistic and Inclusive States Post-Arab Spring" funded by the Carnegie Corporation.
