Douglas Brinkley, Ph.D, is the fellow in history at the James A. Baker III Institute for Public Policy and a professor of history at Rice University. A prominent presidential historian, he is the author of more than a dozen books, including "The Great Deluge: Hurricane Katrina, New Orleans, and the Mississippi Gulf Coast."
