'El Chapo' and U.S.-Mexico Relations.

U.S. plans to extradite drug kingpin Joaquín "El Chapo" Guzmán — both to ensure he remains in prison and to extract any useful intelligence on the Sinaloa Cartel — could dampen its relations with Mexico if the country insists on retaining custody of the two-time escapee, Mexico Center Director Tony Payan writes.
