The authors examine the impact of the transition to low-carbon energy on Texas K-12 funding, finding that the education shortfall will likely be between $13 billion and $120 billion over the next 30 years. They consider three potential sources of funding to replace the projected deficit: sales tax expansion, marijuana taxation, and gambling and gaming tax revenue.
