Nonresident Fellow in Drug Policy and Mexico StudiesThe Drug Enforcement Administration's ongoing opposition to marijuana legalization is not only a losing battle, but a waste of taxpayer money, says Gary Hale, a 31-year veteran of the DEA and nonresident fellow in drug policy at the Baker Institute. "Marijuana decriminalization and legalization have gone past being a trend and are settling in as federal policy, especially with costs outweighing the benefits of incarcerating so many otherwise nonviolent offenders," Hale writes.
