Marijuana's legalization can crimp power of Mexican cartels.

The arrest of Joaquin "El Chapo" Guzman is a major symbolic victory for the United States and Mexico, but it will not change the flow of drugs as much as Colorado and Washington's experiments with marijuana legalization, writes drug policy postdoctoral fellow Nathan Jones in an op-ed.
