Were Texans Satisfied with the Cost of Health Care and Health Insurance Prior to the Affordable Care Act?

In this issue brief, Rice University's Baker Institute and the Episcopal Health Foundation ask, "Were Texans satisfied with the cost of health care and health insurance prior to the Affordable Care Act?" According to survey data, both uninsured and insured Texans struggled to pay medical expenses before the Oct. 1 launch of the health insurance marketplace under the Affordable Care Act. Future surveys will track how many Texans buy coverage in the health insurance marketplace, what plans they choose and why they bought them.
