Sensible policy on drug use
By Jay Jenkins and Katharine Neill Harris In an op-ed for the Houston Chronicle, Jenkins and fellow Neill Harris urge Texas lawmakers to support the implementation of Law Enforcement Assisted Diversion (LEAD) — a policy that they believe can both save taxpayer money and address the harms associated with drug use — in Harris County. LEAD allows individuals suspected of low-level, nonviolent drug possession to be diverted away from the criminal justice system. Instead of jail or probation, these individuals are assigned case managers who help them access community services, including drug treatment.
