PAN Presidential Candidates
Ricardo Anaya Cortes
Ricardo Anaya Cortes served as the president of the National Action Party (PAN). He stepped down from his post on Dec. 9, 2017, and officially announced his intention to run for the nomination to be the presidential candidate for the "Por México al Frente" coalition on Dec. 10, 2017.
Anaya has previous experience in PAN party politics, serving in a variety of positions such as private secretary for the governor of the state of Querétaro (2003-2009) and president of PAN’s State Managing Committee in Querétaro (2010-2011). He was appointed undersecretary of tourism planning in the Ministry of Tourism by former President Felipe Calderón on April 1, 2011. During his time as the federal deputy for the LXII Legislature, he served as president of the Chamber of Deputies.
Anaya was appointed national president of PAN after Gustavo Madero Muñoz took a leave of absence as the party’s president during the 2015 election. In 2015, Anaya continued to lead the party as PAN's parliamentary group coordinator in the Chamber of Deputies. Also in 2015, Anaya won more than 80 percent of the votes against Javier Corral Jurado in the race for PAN national president, which he held until announcing his resignation in December 2017 to run for Mexico’s presidency.
Rafael Moreno Valle Rosas
Rafael Moreno Valle is former governor of the state of Puebla and a promising choice for being the PAN candidate during the 2018 elections. He has served as the assistant treasurer and vice president for Latin America at the Dresdner Bank. Moreno Valle holds a bachelor’s with honors in economics and political science from Lycoming College, a J.D. from Boston University Law School and a master’s from Harvard University Extension School.
Moreno Valle’s career has largely centered on the state of Puebla, where he has served as a local deputy for the state legislature (2005-2006), state senator (2006-2010), federal deputy (2003-2004), finance and social development secretary (1999-2003) and, until January 2017, governor. Moreno Valle is the first candidate to be elected governor of Puebla through a party coalition, securing victory thanks to Compromiso Por Puebla. As head of the finance department for the state of Puebla, he managed to increase government transparency by making information accessible to the public online as well as improve the state’s fiscal base and tax revenues by more than 170 percent without having to raise taxes. Additionally, he has held leadership roles in PAN, including as a permanent member of the party, national advisor of its National Executive Committee (CEN) since 2014 and president of CEN's National Political Commission since 2015. Moreno affirmed his intention to run for the PAN candidacy in a public statement released on Sept. 5, 2017.
