One potential reform strategy -- proposed in a recent National Commission on Fiscal Responsibility and Reform report -- involves lowering taxes and reducing tax expenditures, he writes. While the report failed to win enough commission votes to be sent to Congress, it received widespread bipartisan support. "Whatever pathway we choose," Diamond said, " it is critical that we implement a broad-based, low-rate tax system that is designed to increase economic growth."
