More than one million Texans fall into the state's "Medicaid gap" — too poor to qualify for a federal subsidy to purchase insurance, but not poor enough to qualify for Medicaid. Elena Marks, health policy scholar, says the current system of low-income, primary-care clinics isn't enough to meet the needs of these people.
