The decision to bring troops home from Afghanistan was difficult, but "sometimes in foreign policy ... there are no good solutions," fellow Joe Barnes told KTRK-TV news.
Barnes, a former U.S. diplomat, is the Baker Institute's Bonner Means Baker Fellow.
