Karen Tseng, J.D., is a nonresident fellow in health policy at the Baker Institute and the senior vice president for population health transformation at Harris Health System. Previously, Tseng served as senior health care counsel in the Massachusetts attorney general’s office (AGO), where she led policy and law enforcement actions to protect health care consumers, increase market transparency, and advance affordability and accessibility. She has nearly 15 years of experience in health reform and health system transformation, having previously served as health care division chief at the AGO, as a founding policy director for Massachusetts' Health Policy Commission, and as a consumer protection attorney and lecturer at Harvard Law School. She is a frequent speaker on health care reform and has been honored for her public service by the Skadden Foundation, the Health Policy Commission and Harvard University. Tseng serves on the board of Houston’s HOPE Clinic, and previously served as a commissioner on Massachusetts' Asian American Commission and as a founding member of the Center for Health Information and Analysis Oversight Council. She is an honors graduate of Harvard Law School and Harvard College.
