Ecuador is one of the leading oil producers in Latin America and has the fourth-largest proven oil reserves in the region. Yet like other oil exporting nations, its hydrocarbons industry and government have been impacted by the global fall in energy prices. In an effort to promote the country’s energy agenda, newly elected President Lenín Moreno named former Halliburton executive Carlos Pérez as minister of hydrocarbons in May. At this event, Pérez discussed Ecuador’s key objectives and goals for increasing investments in the country’s energy sector.

His Excellency Carlos Pérez was appointed Ecuador’s minister of hydrocarbons in May 2017. From 2016 to 2017, Pérez was the owner and general manager of PEMEC Energy Consultants in Quito, Ecuador. He previously held various positions at Halliburton from 1999 to 2016, including geographic integration manager, new ventures advisor, Ecuador senior country manager and human resources manager. Prior to joining Halliburton, Pérez worked for Schlumberger and NASA. He has also served as president of the Ecuador chapter of the Society of Petroleum Engineers. Pérez received a bachelor of science in electrical engineering from The University of Texas at Austin.
