David Liou

Biography:

David Liou is a senior at Rice University studying biochemistry and policy studies with an emphasis on the ethics, politics and economics of scientific development. David has interned at the Baker Institute studying science policy, and also at The University of Texas MD Anderson Cancer Center working on the application of biotechnology to cancer. Additionally, he has served as a summer fellow at the Institute of Medicine of the U.S. National Academies shaping government policies within Sub-Saharan Africa to foster sustainable scientific development, as well as a summer analyst at a global investment bank. He hopes to combine his background in the natural sciences with his interest in policy and economics through working as a scientific entrepreneur or affecting U.S. policy toward the emerging biotechnology industry. Hailing from Albuquerque, N.M., David enjoys running, snowboarding, playing chess and expanding his knowledge about 20th century foreign affairs. He looks forward to his first (and hopefully not last) visit to the Middle East.

In summer 2010, David assisted the Institute of Medicine’s Board on Global Health at the National Academy of Sciences in research on global health policy issues. He presented the results of his research, “The Critical Role of African Science Academies in Directing Long-term HIV/AIDS Strategy in Africa,” at the Baker Institute in August 2010. David was recommended for participation in the program by Baker Institute fellow in science and technology policy Kirstin Matthews, with whom he has worked as a research intern since 2009, and he is from Lovett College.
