Lauren A. Smulcer is the research associate for the Energy Forum at the James A. Baker III Institute for Public Policy and the Rice University Energy Program. Smulcer assists with research, editing and publishing written materials, as well as personnel management. Smulcer has contributed to publications on topics such as U.S. gasoline policy, climate policy, biofuels policy, and U.S. energy policy and Russia. Smulcer graduated cum laude from the Edmund A. Walsh School of Foreign Service at Georgetown University with a B.S. in science, technology and international affairs, with a concentration on international security. She also received a certificate in European studies and a proficiency certificate in the French language.
